Madison Avenue Corridor Improvement Project

The Madison Avenue project is a critical corridor that connects to several major thoroughfares within the City of Loveland like Highway 287, E 29th Street, E 37th Street and Monroe Avenue. As one of Loveland’s major connectors, it’s an essential road to the City’s overall transportation system’s wellbeing. As the City assesses and improves multi-modal transportation, Madison Avenue is among the top roads that seeks to improve pedestrian and bicycle enhancements.
As part of Connect Loveland, the City’s Transportation Master Plan that was approved in October 2023, the current conditions of Madison Avenue range from a standard four-lane section to a two-lane rural section, which lacks essential amenities like bike lanes and sidewalks. The improvements include:
- Buffered bike lanes on Madison Avenue from 29th Street to the newly constructed roundabout.
- Construction of sidewalks to the east side of the road between Seven Lakes Drive to 37th Street.
- Addition of two way left hand turn lane along Madison Avenue and left turn lane to Seven Lakes Drive.
- A new roundabout at Madison Avenue and 37th Street with crosswalks and buffered bike lanes.
- Additional art piece of a dandelion to Loveland’s 500+ sculptures by Loveland artist Karen Cusolito. Approved by Art in Public Places, as well as funded by the organization.
To limit public disturbances and costs, the Public Works and Utilities Departments will complete the roadway and utility improvements at the same time to lessen disruptions. The project addresses bicycle and pedestrian improvements, relocation of utilities and improvements to overhead powerlines within the corridor that have reached their lifespan.
Project Vision
To transform Madison Avenue into a safe, efficient, and multimodal corridor that enhances connectivity, improves accessibility, and supports Loveland’s long-term multimodal transportation goals. This project will upgrade infrastructure, add bike lanes and sidewalks, improve utilities, and enhance traffic flow—creating a more sustainable and inclusive transportation network for all.
Project Impacts
By early July, the City of Loveland aims to begin construction, starting with underground water and stormwater utility improvements. Once infrastructure improvements are complete, the City of Loveland will focus on surface improvements determined by the streetscape design. Between utility and streetscape improvements, the project is anticipated to take six to eight months to construct.
The intersection of Madison and 37th will be closed while the roundabout is constructed at the intersection. To facilitate detour efficiency, the intersection of 33rd and Monroe Avenue has been converted into a two-way stop from a four-way stop to accommodate the detour traffic.
Project Goals
- Offer improved safety and transportation options for people whether they are driving, walking, or biking.
- Focus on modes of travel – making improvements to travel lanes, bike lanes and sidewalks along the corridor.
- Upgrades to improve safety at the intersections and along the corridor
- Improved connectivity to US Highway 287 and beyond to Taft Avenue.
- Effective use of City funds – combine and coordinate roadway and utility improvements and relocations to lessen public disruption.
Project Funding
- 2019-2024 General Fund = 20%
- 2019-2024 Capital Expansion Fees (CEF) = 80%
- Appropriations of funds for the project began in 2019.
- Design services for the project were completed in 2021.
- Contracted for the project awarded in April 2021.
- Contractor awarded for the project in May 2025.

- This will save money and time instead of exchanging soil
- While we're completing this treatment, dust clouds are likely to occur and we encourage neighbors in the surrounding area to keep their windows, garages and doors closed until the end of the week. If questions arise, please call the project hotline at 970-962-3669.

Throughout August, construction for the Madison Avenue Corridor Improvement Project moved forward with several key milestones.
- During the week of August 4–8, crews poured the curb and gutter concrete along the outer edges of the roundabout and installed the median islands. A section of Madison Avenue was removed to begin lowering 350 feet of waterline in preparation for future work.
- The following week, August 11–15, work continued with additional curb and gutter concrete pours inside the roundabout. Crews lowered the waterline at Hem Fir Place, while grading progressed for new sidewalk sections along the northeast corner. Preparations began to place median cover material, and sidewalk concrete was poured around the roundabout.
- From August 18–25, the waterline lowering advanced north of Hem Fir Place. Grading and sidewalk construction remained a focus, with crews continuing to pour new sidewalk concrete around the roundabout.
- Finally, during the week of August 25–29, the concrete pavement around the roundabout was completed and asphalt paving began at the roundabout entrances, marking an important step toward the project’s completion.
37th Street roundabout open for traffic
The project team is pleased to announce that the 37th Street roundabout is officially opened to drivers, pedestrians and cyclists. Madison Avenue, however, remains fully closed between 29th Street and 37th Street and will continue to be under full closure until the project is completed at the end of the year. During this time, crews will continue with utility upgrades, road and sidewalk connectivity improvements. With the roundabout now open, traffic may travel along 37th Street from either Boise or Monroe Avenues, and Seeley Drive is also accessible to the nearing neighborhood.
A sculpture of a dandelion will be installed in October at the center of the roundabout by Art in Public Places and the remaining landscape near the roundabout will be installed in spring 2026. The sculptor is fully funded by Art in Public Places.

Safety during construction
As construction continues along Madison Avenue, the road remains an active construction zone. While the site roundabout is partially finished, the project team urges pedestrians, cyclists and commuters to remain vigilant of posted signage and not to enter the active worksite if they are not an adjacent property owner.
Traffic and Detours:
Madison Avenue remains closed between 29th and 37th Streets. Local access to Madison Avenue is only available for those who live or own property along Madison Avenue between 29th and 37th Streets. Commuters outside the construction limits should follow the designated detour routes by using the following streets:
- North Boise Avenue
- Monroe Avenue
- 29th Street
- 37th Street
- US 34

As one of the city’s most traveled corridors, Madison Avenue connects neighborhoods, schools, parks, and major arterials, including US 287. This project will modernize the corridor by adding buffered bike lanes, new sidewalks, and a new roundabout at 37th Street—all designed to support safer travel for drivers, pedestrians, and cyclists alike. In addition to improving traffic flow, the project will add a feature of public art by Art in Public Places. Construction is expected to be completed by December 2025.
Project Funding
The Madison Avenue Corridor Improvement Project is funded through a combination of the City of Loveland’s General Fund and Capital Expansion Fees (CEFs). From 2019 to 2024, approximately 20% of the project funding came from the General Fund, while the remaining 80% was provided through CEFs. Appropriations for the project began in 2019, with design services completed in 2021. The construction contract was awarded in May 2025, following a competitive bidding process.

Madison Avenue Corridor Improvement Project - September Milestone
Loveland, the Madison Avenue Corridor Improvement Project has just completed a huge project milestone! The roundabout is now open for commuting traffic, pedestrians and cyclists. Although the roundabout is open to traffic on 37th Street between Boise and Monroe Avenues, Madison Avenue is still under a full closure. The project is slated to be completed by the end of the year while we complete the remaining utility installations, added buffer bike lanes and sidewalk connectivity.
The roundabout includes pedestrian islands, sidewalk connectivity, and an art installation by Art in Public Places that will be installed in October.
