The Madison Avenue project is a critical corridor that connects to several major thoroughfares within the City of Loveland like Highway 287, E 29th Street, E 37th Street and Monroe Avenue. As one of Loveland’s major connectors, it’s an essential road to the City’s overall transportation system’s wellbeing. As the City assesses and improves multi-modal transportation, Madison Avenue is among the top roads that seeks to improve pedestrian and bicycle enhancements.

As part of Connect Loveland, the City’s Transportation Master Plan that was approved in October 2023, the current conditions of Madison Avenue range from a standard four-lane section to a two-lane rural section, which lacks essential amenities like bike lanes and sidewalks. The improvements include:

  • Buffered bike lanes on Madison Avenue from 29th Street to the newly constructed roundabout.
  • Construction of sidewalks to the east side of the road between Seven Lakes Drive to 37th Street.
  • Addition of two way left hand turn lane along Madison Avenue and left turn lane to Seven Lakes Drive.
  • A new roundabout at Madison Avenue and 37th Street with crosswalks and buffered bike lanes.
  • Additional art piece of a dandelion to Loveland’s 500+ sculptures by Loveland artist Karen Cusolito. Approved by Art in Public Places, as well as funded by the organization.

To limit public disturbances and costs, the Public Works and Utilities Departments will complete the roadway and utility improvements at the same time to lessen disruptions. The project addresses bicycle and pedestrian improvements, relocation of utilities and improvements to overhead powerlines within the corridor that have reached their lifespan.

Project Vision

To transform Madison Avenue into a safe, efficient, and multimodal corridor that enhances connectivity, improves accessibility, and supports Loveland’s long-term multimodal transportation goals. This project will upgrade infrastructure, add bike lanes and sidewalks, improve utilities, and enhance traffic flow—creating a more sustainable and inclusive transportation network for all.

Project Impacts

By early July, the City of Loveland aims to begin construction, starting with underground water and stormwater utility improvements. Once infrastructure improvements are complete, the City of Loveland will focus on surface improvements determined by the streetscape design. Between utility and streetscape improvements, the project is anticipated to take six to eight months to construct.

The intersection of Madison and 37th will be closed while the roundabout is constructed at the intersection. To facilitate detour efficiency, the intersection of 33rd and Monroe Avenue has been converted into a two-way stop from a four-way stop to accommodate the detour traffic.

  • Offer improved safety and transportation options for people whether they are driving, walking, or biking.
  • Focus on modes of travel – making improvements to travel lanes, bike lanes and sidewalks along the corridor.
  • Upgrades to improve safety at the intersections and along the corridor
  • Improved connectivity to US Highway 287 and beyond to Taft Avenue.
  • Effective use of City funds – combine and coordinate roadway and utility improvements and relocations to lessen public disruption.

    Hello, and thank you for your question! Beginning Monday, July 7, Madison Avenue will be fully closed from 29th Street to 37th Street to begin underground utility relocations and improvements. At the same time, 37th Street will be closed between Monroe Avenue and Seven Lakes Drive to start the reconstruction of the new roundabout. To keep the project on schedule, both sections will be under construction simultaneously.

    During the closures, Seven Lakes residents will need to exit and enter the neighborhood from 37th Street. Access to Madison Avenue will only be permitting for those that only have access off of Madison Avenue. This is to ensure that we are maintaining accesses for the property owners. For all other commuting traffic, they will be rerouted around the construction zone while we complete our improvements. 

    The closure allows our crews to safely complete the utility and roadway improvements without additional commuting traffic. To address the underground utility improvements, the project will completely remove the asphalt from the road. After this is completed, the road will temporarily be a dirt road until all the underground improvements are made. Once completed, we will grade and apply new asphalt, sidewalk, curb and gutter to the road.

    Hello, and thank you for your questions and for staying engaged in this project—we truly appreciate the opportunity to have this conversation.

    While the City of Loveland works hard to coordinate projects as effectively as possible, each effort—whether municipal, state, or federally led—comes with its own set of constraints. These may include differing timelines, funding sources, regulatory requirements, or coordination with outside agencies. The City of Loveland faces many of these same challenges, such as grant obligations, partnerships with other municipalities, and right-of-way acquisitions. These factors often determine whether a project moves forward or experiences delays.

    As Loveland continues to grow, we’re also planning for how today’s projects will serve our future transportation system. For example, while we make improvements to corridors like Madison Avenue, we consider future traffic patterns, long-term growth, and how the road network will need to perform 10, 20, or even 30 years from now.

    We understand construction can be disruptive, and we do our best to minimize how often these disruptions occur. However, with new development and housing growth, it’s important that we stay ahead of potential traffic impacts by prioritizing projects that strengthen our transportation infrastructure. We also coordinate closely with the City’s Utilities Department to address aging or failing underground systems at the same time—reducing the need to dig up the same area more than once.

    Finally, environmental conditions also influence our construction schedules. For example, we aim to complete surface work like asphalt paving before winter weather sets in. That’s because asphalt requires minimum temperatures to be properly installed, and local asphalt plants typically close for the season when temperatures drop.

    In regard to sidewalks, we will be adding sidewalk connectivity from 29th Street to Hem Fir Place, as well as Seven Lakes Drive to 37th Street. The connectivity from 37th Street to Monroe Avenue is among conversations with our Transportation Engineering team. For the Madison project, we do not have that work scoped as part of the project. However, we will bring this up to our Transportation Engineering team for future conversations.

    Madison Avenue, from 29th Street north to 37th Street, will be closed starting Monday, July 7, 2025. The project is expected to be completed by the end of this year, weather permitting. 

    Work will begin at the intersection of Madison Avenue and 37th Street, with completion of a new roundabout targeted for October 2025. While that work is underway, utility improvements—including water, wastewater, stormwater, electrical, and broadband relocations—will also be taking place along the full stretch between 29th and 37th Streets.

    Once the construction of the roundabout is done, the project will open the roundabout for the traveling public.     Hello, thank you for reaching out and sharing your concerns. We understand how frustrating it can be to experience disruptions in your neighborhood, especially during the summer months. Major infrastructure projects like this can be incredibly impactful, and we do not take those impacts lightly.

    The Madison Avenue Corridor Improvement Project is part of a broader effort to improve safety, mobility, and critical underground utilities for the long term. That said, we regret that you feel caught off guard by the construction and its detour impacts.

    Initial outreach for this project began in 2021 and continued through 2022. Due to budget constraints, the project was temporarily paused while the City worked to acquire the necessary right-of-way to proceed with construction.

    While we made efforts to notify the surrounding area—through yard signage, outreach to two neighborhood HOAs, and public meetings—it’s clear our communication may not have reached everyone effectively, and for that, we sincerely apologize.

    As construction begins, we will be sending direct mailers to nearby addresses and continuing regular updates through the City of Loveland's Nextdoor account and this project website.
