    Why is the road being closed completely?

    The full closure allows the project to expedite construction and complete the project faster. Detours are being provided through traffic, while local access will be maintained for residents and service providers.     When will construction begin and end on Madison Avenue?

    Construction is scheduled to begin on July 7, 2025. Work will start in the roundabout area first then progress south to 29th Street. A closure of Madison Avenue between 29th to 37th Streets is in place. The project will complete the roundabout first. The roundabout is slated to be completed by October, with the entire project anticipated to be completed by December 2025.

Access and Service Deliveries During Construction

    Why can't I access Madison Avenue right now if locals are permitted?

    Madison Avenue between 29th and 37th Street is under a hard closure, and access is only maintained for adjacent property owners (Madison is the only way they can exit or enter their properties during the hard closure). 

    In addition to maintaining access for adjacent property owners, we are preventing traffic from using alternative streets like Seven Lakes Drives as a cut through. 

    Although utility work has not commenced yet, removal of asphalt, curb and gutter removals will begin on 7/28. 

    How will I access my property during construction?

    Adjacent property owners are only permitted to use Madison Avenue during the hard closure. Detour routes for the neighboring communities will use Boise Avenue, Monroe Avenue and 29th Street as alternative routes to bypass the construction zone. 

    Will trash, recycling, and yard waste services continue during construction?

    Yes. Trash, recycling, and yard waste pickup will be allowed through construction zones. The City of Loveland's Solid Waste Division has been notified and the project is coordinating with private trash service providers to ensure there's continued service for residents in unincorporated areas.

    What about mail delivery?

    Mail carriers will continue delivering mail, but will enter from Seven Lakes Drive when needed, particularly for homes on the private road.

    What are the plans for access to the private road near 3230 Madison Avenue?

    The private road will remain closed to general traffic to preserve its condition. Only trash/recycle/yard waste vehicles, emergency vehicles, and mail carriers will be permitted to use the road. A “No Outlet” sign will be installed at the mini roundabout to discourage through traffic.

Future Development

    What’s happening with the development property that was recently annexed?

    The City of Loveland has not received final development plans. Previous proposals (20 duplexes, 4 estate lots) were withdrawn or never resubmitted. The property is zoned R2 (Medium Density Residential), which allows for single-family attached homes like duplexes. City of Loveland staff are working with the developer to coordinate utility service installation during construction, but no final utility plans have been submitted.

    What access will the development property have to Madison Avenue?

    Initially, the property will have full access to Madison Avenue, but long-term plans call for right-in/right-out access only, due to a raised median extension from the roundabout to Seven Lakes Drive. A raised median is required to manage the transportation system on Madison Avenue and its future development. However, the raised median extension will not occur until the City of Loveland acquires the additional right-of-way across from Seven Lakes Drive. The City of Loveland has not pursued the additional right-of-way yet.
