Hello, Loveland!
Soft spots in the roundabout area were successfully identified and corrected. While the soil quality wasn't as expected, the project team quickly implemented a solution that ensured a long-term stable foundation. This added some extra time and effort, but the roundabout remains on track to open by October 2025.
Most of the road base has now been installed in the roundabout, bringing us one step closer to paving.
Looking ahead:
Complete the final section of road base inside the roundabout.
Begin forming and pouring the curbs and gutters around the roundabout.
Starting Monday, August 4, crews will begin removing the asphalt from Madison Avenue between Hem Fir and the new roundabout. Adjacent property owners whose access is only available on Madison Avenue have been notified.
Installation of 450 feet of new waterline just north of Hem Fir will begin. Once installed and tested, this line will be connected to the system, allowing the old waterline to be safely abandoned. Any necessary water shutoffs will be communicated in advance by Loveland Utilities.
Utility relocation work for Power, Pulse, and Comcast continues south of Seven Lakes Drive.

Hello, Loveland!
- Grading work continues for the new roundabout, with crews addressing soft spots caused by recent rain. As a result, some planned activities have been delayed by a few days.
- Storm sewer and irrigation pipe installation in the roundabout area is now complete, and tree removals have begun throughout the entire project area.
Looking ahead:
Utility relocations will continue south of the roundabout toward 29th Street.
Traffic communications conduit will be installed within the roundabout area.
Crews will begin placing new road base in preparation for concrete curb and gutter installation.
Pavement removal on Madison Avenue, between 29th Street and Seven Lakes Drive, will be scheduled soon. Adjacent property owners with access only from Madison Avenue will be notified in advance of this work. The project team will maintain access for all adjacent property owners.

Hello, Loveland!
- Power and Fiber Optic utility relocations at the roundabout were completed and are continuing along Madison south of the new roundabout.
- Grading work continues in the roundabout.
- Work was slowed a little due to rain during the middle of the week, but the circle and approaches are taking shape.
- Storm sewer and irrigation pipe installation started.
Looking ahead:
- Utility relocations continue south of the roundabout towards 29th Street.
- Finish underground work (storm sewer pipe, irrigation pipe, and traffic conduit) in the roundabout.
- Grading work continues, and the road base should start and be delivered and installed. This is the layer directly underneath the pavement and is an important structural component of the roadway.
- Removal of pavement south of the roundabout is slated to begin Monday, July 28. Shortly after, there will be waterline and storm sewer work north of Hem Fir.
- Weather permitting, we will begin pouring concrete for the curb and gutter that'll outline the roundabout the last week of July.

Hello, Loveland!
- We successfully closed Madison Avenue from 29th Street to 37th Street, as well as 37th Street from Monroe Avenue to Seven Lakes Drive. Detours and signage have been placed to guide traffic around the construction area.
- Work began immediately on the new roundabout, starting with removals and erosion control along the project perimeter. Crews removed all asphalt pavement, concrete islands, curb and gutter, signage, and topsoil at the Madison Avenue and 37th Street intersection.
- Grading work for the new roundabout is now underway. This phase takes longer than removals due to the precision required—especially early on—to establish the correct elevations and build a solid foundation for the new roadway.
- In the coming days, the project will continue with grading, installation of new drainage pipelines, and utility infrastructure improvements.
Looking ahead:
Utility relocations will begin Monday, July 14, starting at the intersection and progressing south to 29th Street.
While utility work may not be highly visible from the street, Madison Avenue will continue to take shape and resemble the construction photos below.
The Utilities Water Division will also complete lead and copper pipe verifications for properties with direct access along Madison Avenue.

Madison Avenue Corridor Improvement Project starts construction on July 7
LOVELAND, Colo. – July 3, 2025 –The City of Loveland will begin the Madison Avenue Corridor Improvement Project on Monday, July 7. The project aims to transform Madison Avenue into a multimodal corridor that enhances connectivity, improves accessibility, and supports Loveland’s long-term multimodal transportation goals. The project is targeted to be completed by December 2025, weather permitting.
The improvements along the corridor include:
- Buffered bike lanes on Madison Avenue from 29th Street to the newly constructed roundabout.
- Reconstruction of the Madison Avenue and 37th Street intersection to a roundabout with crosswalks and buffered bike lanes.
- Construction of sidewalks to the east side of the road between Seven Lakes Drive to 37th Street.
- Addition of two-way left turn lane along Madison Avenue and left turn lane to Seven Lakes Drive.
- Relocation of critical utilities for storm, water line, gas line and overhead powerlines.
- An additional art piece—a dandelion sculpture by Loveland artist Karen Cusolito—will join Loveland’s collection of over 500 public sculptures. The piece has been approved and funded by the Art in Public Places program
To limit public disturbances and costs, the City of Loveland Public Works and Utilities Departments will complete the roadway and utility work at the same time to lessen disruptions.
During the construction, Madison Avenue between 29th Street to 37th Street will be closed, as will 37th Street between Monroe Avenue and Seven Lakes Drive. Local access will be maintained to adjacent properties owners; however, most commuters will use North Boise Avenue, Monroe Avenue, West 29th Street and US 34 to travel around the construction zone. Throughout construction, commuters can expect delays and are encouraged to plan accordingly to allow enough time for their commute. Working hours will be Monday through Friday from 7 a.m. to 7 p.m.

“We’re excited to bring long-awaited improvements to the Madison Avenue corridor that reflect what we've heard from the community — safer walking and biking options, smoother traffic flow, and a thoughtful roundabout design. This project is a direct result of resident feedback we received in 2021 and 2022, and we’re excited to bring these improvements to the City of Loveland,” said Civil Engineer Nicole Hahn.

About
The Madison Avenue Corridor Improvement Project aims to improve safety, mobility, and infrastructure along a vital north-south route between 29th and 37th Streets. As one of the city’s most traveled corridors, Madison Avenue connects neighborhoods, schools, parks, and major arterials, including US 287. This project will modernize the corridor by adding buffered bike lanes, new sidewalks, and a new roundabout at 37th Street—all designed to support safer travel for drivers, pedestrians, and cyclists alike. In addition to improving traffic flow, the project will add a feature of public art by Art in Public Places. Construction is expected to be completed by December 2025.
Project Funding
The Madison Avenue Corridor Improvement Project is funded through a combination of the City of Loveland’s General Fund and Capital Expansion Fees (CEFs). From 2019 to 2024, approximately 20% of the project funding came from the General Fund, while the remaining 80% was provided through CEFs. Appropriations for the project began in 2019, with design services completed in 2021. The construction contract was awarded in May 2025, following a competitive bidding process.
