The Madison Avenue project is a critical corridor that connects to several major thoroughfares within the City of Loveland like Highway 287, E 29th Street, E 37th Street and Monroe Avenue. As one of Loveland’s major connectors, it’s an essential road to the City’s overall transportation system’s wellbeing. As the City assesses and improves multi-modal transportation, Madison Avenue is among the top roads that seeks to improve pedestrian and bicycle enhancements.

As part of Connect Loveland, the City’s Transportation Master Plan that was approved in October 2023, the current conditions of Madison Avenue range from a standard four-lane section to a two-lane rural section, which lacks essential amenities like bike lanes and sidewalks. The improvements include:

  • Buffered bike lanes on Madison Avenue from 29th Street to the newly constructed roundabout.
  • Construction of sidewalks to the east side of the road between Seven Lakes Drive to 37th Street.
  • Addition of two way left hand turn lane along Madison Avenue and left turn lane to Seven Lakes Drive.
  • A new roundabout at Madison Avenue and 37th Street with crosswalks and buffered bike lanes.
  • Additional art piece of a dandelion to Loveland’s 500+ sculptures by Loveland artist Karen Cusolito. Approved by Art in Public Places, as well as funded by the organization.

To limit public disturbances and costs, the Public Works and Utilities Departments will complete the roadway and utility improvements at the same time to lessen disruptions. The project addresses bicycle and pedestrian improvements, relocation of utilities and improvements to overhead powerlines within the corridor that have reached their lifespan.

Project Vision

To transform Madison Avenue into a safe, efficient, and multimodal corridor that enhances connectivity, improves accessibility, and supports Loveland’s long-term multimodal transportation goals. This project will upgrade infrastructure, add bike lanes and sidewalks, improve utilities, and enhance traffic flow—creating a more sustainable and inclusive transportation network for all.

Project Impacts

By early July, the City of Loveland aims to begin construction, starting with underground water and stormwater utility improvements. Once infrastructure improvements are complete, the City of Loveland will focus on surface improvements determined by the streetscape design. Between utility and streetscape improvements, the project is anticipated to take six to eight months to construct.

The intersection of Madison and 37th will be closed while the roundabout is constructed at the intersection. To facilitate detour efficiency, the intersection of 33rd and Monroe Avenue has been converted into a two-way stop from a four-way stop to accommodate the detour traffic.

  • Focus on modes of travel – making improvements to travel lanes, bike lanes and sidewalks along the corridor.
  • Upgrades to improve safety at the intersections and along the corridor

    • Finished installing road base in the roundabout.
    • Poured curb & gutter on the outside edges of the roundabout.
    • Set stringline for more curb & gutter (median islands) in the roundabout.
    • Removed part of the old Madison roadway and installed 350-ft of new waterline.

    The Madison Avenue Corridor Improvement Project officially began on July 7, and significant progress has already been made. In this update, you’ll find a summary of what’s been accomplished in July — and a look ahead at what’s coming next.

    Week of July 7–11:

    • Mobilization began with the removal of pavement, curbs, islands, signage, and topsoil at the new roundabout location at Madison Avenue and 37th Street. Erosion control was installed around the work area.
    • Initial grading work was underway; essential to establish accurate elevations and a stable foundation for the roundabout and approaches.
    • Preparations for subsurface utility infrastructure installations were initiated

    Week of July 14–18:

    • Power and fiber optic utilities were relocated within the roundabout and continued south along Madison Avenue.
    • Grading continued despite mid week rain delays; however, considerate progress was push forward with the roundabout and approaches starting to take visible shape.
    • Storm sewer and irrigation pipe installation began, advancing underground infrastructure work.

    Week of July 21–25:

    • Grading work continues for the new roundabout, with crews addressing soft spots caused by rain. As a result, some planned activities have been delayed by a few days.
    • Storm sewer and irrigation pipe installation in the roundabout area is now complete, and tree removals have begun throughout the entire project area.

    A look ahead:

    • Utility relocations will continue south of the roundabout toward 29th Street.
    • Traffic communications conduits will be installed within the roundabout area.
    • Crews will begin placing a new road base in preparation for concrete curb and gutter installation.
    • Pavement removal on Madison Avenue, between 29th Street and Seven Lakes Drive, is in progress. Removal of asphalt will only occur to address waterline tie-ins. The project team will maintain access for all adjacent property owners while this work is being done.

    Traffic and Detours:

    Madison Avenue remains close between 29th and 37th Streets and 37th Street is close between Monroe Avenue and Seven Lakes Drive. As school begins, commuters should plan their routes ahead.

    Local access to Madison Avenue is only available for those who live or own property along Madison Avenue between 29th and 37th Streets. Commuters outside the construction limits should follow the designated detour routes by using the following streets:

    • North Boise Avenue
    • Monroe Avenue
    • 29th Street
    • US 34

    About  

    The Madison Avenue Corridor Improvement Project aims to improve safety, mobility, and infrastructure along a vital north-south route between 29th and 37th Streets. As one of the city’s most traveled corridors, Madison Avenue connects neighborhoods, schools, parks, and major arterials, including US 287. This project will modernize the corridor by adding buffered bike lanes, new sidewalks, and a new roundabout at 37th Street—all designed to support safer travel for drivers, pedestrians, and cyclists alike. In addition to improving traffic flow, the project will add a feature of public art by Art in Public Places. Construction is expected to be completed by December 2025.

    Project Funding

    The Madison Avenue Corridor Improvement Project is funded through a combination of the City of Loveland’s General Fund and Capital Expansion Fees (CEFs). From 2019 to 2024, approximately 20% of the project funding came from the General Fund, while the remaining 80% was provided through CEFs. Appropriations for the project began in 2019, with design services completed in 2021. The construction contract was awarded in May 2025, following a competitive bidding process.

    Hello, Loveland!

    • Soft spots in the roundabout area were successfully identified and corrected. While the soil quality wasn't as expected, the project team quickly implemented a solution that ensured a long-term stable foundation. This added some extra time and effort, but the roundabout remains on track to open by October 2025.

    • Most of the road base has now been installed in the roundabout, bringing us one step closer to paving.

    Looking ahead:

    • Complete the final section of road base inside the roundabout.

    • Begin forming and pouring the curbs and gutters around the roundabout.

    • Starting Monday, August 4, crews will begin removing the asphalt from Madison Avenue between Hem Fir and the new roundabout. Adjacent property owners whose access is only available on Madison Avenue have been notified.

    • Installation of 450 feet of new waterline just north of Hem Fir will begin. Once installed and tested, this line will be connected to the system, allowing the old waterline to be safely abandoned. Any necessary water shutoffs will be communicated in advance by Loveland Utilities.

    • Utility relocation work for Power, Pulse, and Comcast continues south of Seven Lakes Drive.

    Hello, Loveland!

    • Power and Fiber Optic utility relocations at the roundabout were completed and are continuing along Madison south of the new roundabout.
    • Grading work continues in the roundabout.
      • Work was slowed a little due to rain during the middle of the week, but the circle and approaches are taking shape.
    • Storm sewer and irrigation pipe installation started.

    Looking ahead:

    • Utility relocations continue south of the roundabout towards 29th Street.
    • Finish underground work (storm sewer pipe, irrigation pipe, and traffic conduit) in the roundabout.
    • Grading work continues, and the road base should start and be delivered and installed. This is the layer directly underneath the pavement and is an important structural component of the roadway.
    • Removal of pavement south of the roundabout is slated to begin Monday, July 28. Shortly after, there will be waterline and storm sewer work north of Hem Fir.
    • Weather permitting, we will begin pouring concrete for the curb and gutter that'll outline the roundabout the last week of July.
