The Garfield-Harrison Project is a large-scale master planned Stormwater project that began in January 2022. The City of Loveland has contracted with Connell Resources to build the Garfield Harrison Storm Drainage Improvements Project. The four separate phases are expected to occur over the next four years (approximately one phase per year.) The project addresses the multiple drainage problems caused by aging infrastructure in the west part of downtown Loveland. Partnering with the City’s Water and Wastewater divisions, Street Maintenance and Rehabilitation Program, and Stormwater Engineering, the project will include new waterlines, sanitary sewers, street resurfacing, and various concrete repairs that will improve ADA accessibility.

The four-year project is designed to improve the following:

  • Implementation of the City of Loveland Master Drainage Plan
  • Replacing and upgrading existing stormwater infrastructure to address existing drainage issues and meet current stormwater standards
  • Installing 18- to 60-inch diameter storm sewer pipes
  • Replacing existing waterlines and valves to address aging infrastructure
  • Replacing pavement including asphalt patching, milling, overlays, or full street reconstruction where project components are installed
  • Rehabilitating and replacing concrete, as well as adding necessary ADA improvements
  • Disconnecting stormwater from the Little Barnes Ditch during Phase 4
  • Providing stormwater quality treatment measures within the stormwater system

The four-phase project is expected to be completed in fall 2027.

Phase 3

Work on Phase 3 is well underway with construction. The project includes five work zones for Phase 3 and will finish in early August 2025.

  • Zone 1 - Roosevelt Avenue between 5th and 8th Street: Roadway will be closed to install new stormwater and waterlines. Zone 1 is estimated to be completed by spring 2025.
  • Zone 2 - 8th Street between Sheridan Avenue and Harrison Avenue: The roadway will be closed to install new stormwater. Zone 2 is estimated to be completed spring 2025.
  • Zone 3 - 7th Street between Franklin Avenue and Roosevelt Avenue: The roadway will be closed to install new stormwater. Zone 1 is estimated to be completed spring 2025.
  • Zone 4 - Colorado Avenue between 7th Street and 8th Street and Franklin Avenue between 7th Street and 8th Street, 7th Street between Franklin and Colorado will undergo a full road closure to add to the continuation of installing the new stormwater. Zone 4 is estimated to be completed by late summer 2025.
  • Zone 5 - 8th Street between Duffield Avenue and Colorado Avenue: The roadway will be closed to install new stormwater. Zone 5 is estimated to be completed by spring 2026.

A large-diameter storm sewer pipe will be installed on North Roosevelt Avenue to West 9th Street and then a smaller-diameter lateral west on West 7th Street to Colorado Avenue. Additionally, the project will include adding a new waterline on North Roosevelt Avenue between West 5th Street and West 8th Street. Under the five work zones, road closures in blocked segments will be required to install the new water and stormwater pipelines. The road closures will follow the timeline of the work zones.

During construction, local access, deliveries, and services will always be maintained. Residents will experience construction noise and disruptions near their homes. Traffic control personnel will be onsite to direct residents during this work. Typical working hours will be Monday through Friday from approximately 7 a.m. to 5 p.m. Night and weekend work will be occasional and announced in advance.

  • The project is funded through the Stormwater and Water Enterprise Fund. Enterprise funds are dedicated funds supported by user fees in the monthly utility bill.     • Two crews are currently working on the project. The main crew is installing pipe along Roosevelt Avenue between 10th and 11th Streets, while the second crew is installing inlets at the intersection of Harrison Avenue and 10th Street.
    • Next week, the main crew will continue work along Roosevelt Avenue before turning onto 11th Street to complete the final pipe run in the area.

    • The pipe crew continued making steady progress installing the elliptical pipe along 10th Street.
    • Crews successfully installed a drop manhole and began moving east toward Harrison Street.
    • The pipe crew will continue advancing toward Harrison Street this coming week.
    • Once pipe installation reaches Harrison Street, crews will return to install inlets along 10th Street between Franklin Avenue and Roosevelt Avenue, and then between Roosevelt Avenue and Harrison Street, before moving work onto Roosevelt Avenue.

    Garfield-Harrison will begin its final phase of work starting in August

    LOVELAND, Colo. – July 16, 2025 – The City of Loveland continues to make significant improvements to stormwater infrastructure for the Garfield-Harrison project. Phase 3 will be completed in August, and the project will enter into Phase 4. To complete this critical work, 8th Street will be fully closed from west of Colorado Avenue to Duffield Court throughout the remainder of Phase 3 and Phase 4 this year.

    Phase 4 will continue in 2026 by jumping north on 9th and 10th Streets, with a planned timeline extending to the end of 2026. Working hours will be from 7:00 a.m. to 5 p.m., Monday through Friday.

    Phase 3:

    • Currently, the project is in Phase 3 and will conclude this work in August. Phase 3 includes a closure at the intersection of 8th Street and Colorado Avenue, Colorado between West 9th and 7th Street, as well as West 7th Street between Colorado Avenue and Franklin Avenue.

    Phase 4 (Fall 2025):

    • Will include a closure on 8th Street from Duffield Court to Colorado Avenue and on 9th Street between Roosevelt and Franklin Avenues to 9th Street.

    Phase 3 of the Garfield-Harrison project begins August 12

    LOVELAND, Colo. – August 8, 2024 – The City of Loveland’s Stormwater Engineering division will begin Phase 3 of the Garfield-Harrison Storm Drainage project on Monday, August 12. Phase 3 will begin along Roosevelt Avenue north of W. 5th Street to W. 9th Street and then move west to 7th Street. Phase 3 is expected to be completed in the fall of 2025.

    The project will entail:

    • Milling operations on Roosevelt Avenue between 5th and 7th streets. This is to prepare the location for excavation to install the new storm sewer pipe. Street milling is used in road construction and maintenance to remove the top layer of an existing pavement surface. The project will include five work zones for Phase 3 beginning August 12, 2024, through fall 2025:
      • Zone 1 - Roosevelt Avenue between 5th Street and 7th Street, estimated to be completed by early 2025.
      • Zone 2 - 8th Street to Harrison Avenue, estimated to be completed by early spring 2025.
      • Zone 3 - 7th Street between Franklin Avenue and Roosevelt Avenue, estimated to be completed by early summer 2025.
      • Zone 4 - Colorado Avenue between 7th Street and 8th Street and Franklin Avenue between 7th Street and 8th Street, is estimated to be completed by late summer 2025.
