The US 34 and Taft Avenue Intersection Improvement Project recently concluded successfully, enhancing traffic flow, reducing congestion and making one of Loveland’s busiest intersections safer and easier to travel for all users. Improvements included new bike lanes, wider sidewalks and ADA-compliant features that improve safety and accessibility for drivers, cyclists and pedestrians alike.

The next phase of improvements will focus on Taft Avenue between 18th and 29th streets. Construction is anticipated to begin in December 2025 and be completed by early June 2026. Crews will replace aging waterlines and stormwater infrastructure to improve service reliability, increase system capacity and reduce neighborhood flooding during heavy rain events. This phase also includes intersection upgrades at Taft Avenue and 29th Street to support smoother traffic operations and enhance long-term safety.

These improvements reflect Loveland’s continued commitment to safe, reliable infrastructure and high-quality service for the community.

Scope of Work

Waterline Replacement

To ensure reliable water service, the City plans to install a new 16-inch waterline along N. Taft Avenue, replacing the aging 12-inch cast iron line from just north of 18th Street through West 29th Street. This upgrade will maintain system-wide water pressures, improve long-term reliability and reduce disruptions from waterline breaks.

Stormwater Improvements

Stormwater improvements will be completed in parallel with the waterline work. The stormwater utility will replace pipes, create new outlets to Lake Loveland for improved storm protection and reinforce the west banks of the lake to stabilize infrastructure and prevent erosion.

Construction Impacts

Traffic & Access

During construction, traffic control measures will be in place to maintain safe travel through the area. Both northbound and southbound lanes of North Taft Avenue north of 18th Street through 29th Street will be periodically closed or lanes restricted to northbound traffic, but local access to residences and for business deliveries and customers will be maintained.

Schedule

Work will begin with waterline replacement at the North Taft Avenue and West 29th Street intersection, followed by installation of the new line from just north of West 18th Street to West 29th Street. For the most part, work will take place between 7 a.m. and 5 p.m. Monday through Friday. There may be occasional Saturday work.

Pedestrian Safety

For everyone’s safety, temporary construction fencing will be installed around open trenches. Pedestrians are encouraged to use caution and maintain a safe distance from construction activities at all times, both during and after working hours.

Service Interruptions

Following construction, testing and disinfection of the new water line, periodic service interruptions will be necessary to some generally along Taft Avenue as existing water connections are tied into the new system. The City will provide at least 48 hours’ notice to residents prior to any planned water outage.

    Thank you for your feedback. Our updates are intended to share progress for the current week along with at least a week of forward-looking information, sometimes further if major milestones are coming. The most recent update was delayed while we confirmed details with project managers and the contractor. Construction schedules can change quickly, even day to day, and we understand this can be inconvenient. We appreciate your patience as we work to keep the community informed.

    Regarding detours and traffic closures, the official detour has remained the same since work began on Taft Avenue between 18th and 29th streets. That detour is for through traffic on Taft Avenue and includes a hard closure of southbound traffic at 29th Street until the project is complete. For local residents and those accessing homes or businesses in the work zone, we have tried to maintain access to Taft Avenue from side streets where possible, but that access can change daily or even hourly as equipment and construction activity moves. We will always maintain access for home and streets with no outlet besides Taft Avenue, but we recommend other local traffic avoid the work zone entirely unless accessing a home or business within it. As work progresses, especially now that crews have mobilized on the southern end, you will see more long-term closures at streets such as 18th, 20th and 22nd in the coming weeks. We will include long-term closures in our updates.

    Thank you for reaching out. Could you confirm if you are experiencing issues with access to 29th? There are currently no restrictions for eastbound traffic on 29th or for turning east onto 29th from either direction of Taft. There is no southbound traffic option onto Taft from 29th, be we aren't confident if that is what you meant.     Yes, 22nd Street will have a temporary lane shift from Agate through James so crews can install an insertion valve. This valve allows crews to shut off water flow in a specific section while keeping the rest of the line pressurized, which reduces service interruptions for nearby homes and businesses. The valve is being placed west of the main work zone to help isolate the water line near the replacement work along Taft Avenue. This work is expected to last from Thursday, Jan. 29 through Monday, Feb. 2.

    This project involves work on the pipe passing through your property, but it will not be excavated. The pipe will be lined with a UV-cured lining product. The lining is installed underground without a trench and will extend the life of the pipe for many years.  

    We plan to install riprap at the end of the pipe to address the erosion you mentioned.  A new inlet will also be installed on the east side of Taft.

    The current scope of the Taft Utility Project focuses on replacing aging water and stormwater infrastructure to ensure reliable service and system integrity. As part of this work, the contractor will restore any impacted roadway infrastructure to its preexisting conditions.

    Following completion of the utility improvements, the City’s Street Maintenance and Rehabilitation team will address non-compliant ADA curb ramps prior to performing a mill and overlay of the roadway. When restriping the new asphalt surface, staff looks for opportunities to make minor adjustments to striping that could improve conditions for bicyclists.

    At this time, funding is not available to widen the roadway or sidewalks for significant enhancements to pedestrian and bicycle facilities. Future improvements of this nature will require additional funding, resources and planning.

    Thank you for your question about sidewalk improvements on the east side of N. Taft Avenue.

    While the current utility improvements project — which includes replacing water lines and stormwater infrastructure — does not include a full sidewalk replacement on the east side of the road, there are a couple of related updates:

    • Lake bank stabilization work is being done to help protect the existing sidewalk from erosion.
    • Sections of the sidewalk directly above any new utility installations will be replaced as part of the construction process.


    However, there is no broader sidewalk improvement effort included in this project.
