The Garfield-Harrison Project is a large-scale master planned Stormwater project that began in January 2022. The City of Loveland has contracted with Connell Resources to build the Garfield Harrison Storm Drainage Improvements Project. The four separate phases are expected to occur over the next four years (approximately one phase per year.) The project addresses the multiple drainage problems caused by aging infrastructure in the west part of downtown Loveland. Partnering with the City’s Water and Wastewater divisions, Street Maintenance and Rehabilitation Program, and Stormwater Engineering, the project will include new waterlines, sanitary sewers, street resurfacing, and various concrete repairs that will improve ADA accessibility.
The four-year project is designed to improve the following:
Implementation of the City of Loveland Master Drainage Plan
Replacing and upgrading existing stormwater infrastructure to address existing drainage issues and meet current stormwater standards
Installing 18- to 60-inch diameter storm sewer pipes
Replacing existing waterlines and valves to address aging infrastructure
Replacing pavement including asphalt patching, milling, overlays, or full street reconstruction where project components are installed
Rehabilitating and replacing concrete, as well as adding necessary ADA improvements
Disconnecting stormwater from the Little Barnes Ditch during Phase 4
Providing stormwater quality treatment measures within the stormwater system
The four-phase project is expected to be completed in fall 2027.
Phase 3
Work on Phase 3 is well underway with Zones 1-3 currently in construction. The project includes five work zones for Phase 3 beginning August 12, 2024, through winter 2025:
Zone 1 - Roosevelt Avenue between 5th and 8th Street: Roadway will be closed to install new stormwater and waterlines. Zone 1 is estimated to be completed by spring 2025.
Zone 2 - 8th Street between Sheridan Avenue and Harrison Avenue: The roadway will be closed to install new stormwater. Zone 2 is estimated to be completed spring 2025.
Zone 3 - 7th Street between Franklin Avenue and Roosevelt Avenue: The roadway will be closed to install new stormwater. Zone 1 is estimated to be completed spring 2025.
Zone 4 - Colorado Avenue between 7th Street and 8th Street and Franklin Avenue between 7th Street and 8th Street, 7th Street between Franklin and Colorado will undergo a full road closure to add to the continuation of installing the new stormwater. Zone 4 is estimated to be completed by late summer 2025.
Zone 5 - 8th Street between Duffield Avenue and Colorado Avenue: The roadway will be closed to install new stormwater. Zone 5 is estimated to be completed by spring 2026.
A large-diameter storm sewer pipe will be installed on N. Roosevelt Avenue to W. 9th Street and then a smaller-diameter lateral west on W. 7th Street to Colorado Avenue. Additionally, the project will include adding a new waterline on N. Roosevelt Avenue between W. 5th Street and W. 8th Street. Under the five work zones, road closures in blocked segments will be required to install the new water and stormwater pipelines. The road closures will follow the timeline of the work zones.
During construction, local access, deliveries, and services will always be maintained. Residents will experience construction noise and disruptions near their homes. Traffic control personnel will be onsite to direct residents during this work. Typical working hours will be Monday through Friday from approximately 7 a.m. to 5 p.m. Night and weekend work will be occasional and announced in advance.

Estimated total project cost: $18 million
The project is funded through the Stormwater and Water Enterprise Fund. Enterprise funds are dedicated funds supported by user fees in the monthly utility bill. Similar to a business, user fees fund the operation, maintenance, administration, and capital improvement projects required to provide the service.

Surveying and locates are ongoing. Additional deliveries of pipes and structures will be received Monday.
Water meters will be reset and temporary water will be removed next week.
Stormsewer will continue to be installed at Roosevelt and 7th Street.
Paving of Roosevelt, south of 7th Street is anticipated at the beginning of December.

Here are the project updates for this week (11/11-11/15).
Survey and potholing is ongoing.
Work has begun west of Roosevelt on 7th Street. This stormsewer installation will go to Franklin and further work west be delayed till next summer to avoid working around the school during the school year.
Continued waterline and stormsewer work will occur on Roosevelt and concrete repairs have begun also.
Bottom mat paving on Roosevelt is planned for the first week of December, weather permitting.

Milling from 7th Street to 8th Street on Roosevelt Avenue has been done, and staging of the RCP pipe will continue.
RCP Pipe installation from 5th Street to 7th Street continues.
Landscape work on 5th Street will start Wednesday through Friday.

Street milling will begin March 25.
A large diameter stormsewer pipe will be installed up to 5th Street and then east to Roosevelt. Excavation for the pipe will be extensive and require a full road closure.
New waterline will be installed on 5th Street between California and Roosevelt Avenues.
