Here are the project updates for this week, December 15th - 19th:

• With the recent warm weather, the concrete crew was able to complete curb and gutter work and a section of sidewalk at the northeast corner of Franklin Avenue and 10th Street.
• The pipe crew continued installing storm pipe along 10th Street. Progress was slower due to overhead lines and existing underground utilities, but crews are now more than halfway between Franklin Avenue and Roosevelt Avenue.
• The pipe crew also cleaned up the radius corners behind the newly placed concrete to reduce tripping hazards.
• With favorable weather expected this week, the base and paving crews will place a bottom lift of asphalt at the Franklin Avenue and 10th Street intersection and along 10th Street to help protect the trenches.
• The pipe crew will continue storm pipe installation on 10th Street and, if progress allows, will reach Roosevelt Avenue and transition from the 36-inch round pipe to the elliptical pipe.

Weather permitting, work activities are Monday - Friday, 7:00 am-5:00 pm.

Here are the project updates for the week of December 8th - 12th:

• Despite the weather during the week of December 1st, the pipe crew continued installing storm pipe along 10th Street. Working around both overhead utilities and underground services made for tight conditions, but progress continued down the street.
• The concrete crew poured two new sections of sidewalk, curb, and gutter, and prepared another section to be poured beginning early in the week.
• Weather permitting, crews plan to mill 10th Street from Roosevelt Avenue to Harrison Street, and possibly Roosevelt Avenue from 10th to 11th Streets.

Weather permitting, work activities are Monday - Friday, 7:00 am to 5:00 pm.

Here are the project updates for the week of November 24th - 28th:

1. The pipe crew installed four new inlets at the intersection of Franklin Avenue and 10th Street. Two were challenging due to existing utilities being in the way, but the crew successfully completed all installations.
2. The paving crew completed the top lift of asphalt on Franklin Avenue from 9th Street to 10th Street. Traffic control has now been removed from 9th Street.
3. The pipe crew began installing the east run of storm pipe from the manhole at Franklin Avenue and 10th Street on Thursday, 11/20. Work paused just short of the sanitary sewer main due to the forecasted rain in the evening. Work resumed on Friday morning, 11/21.
4. With Thanksgiving on Thursday, the work week will be short. Pipe crews will continue pipe installation Monday and Tuesday, then focus on street cleanup and safety preparations on Wednesday (half day).
5. No work will occur on Thursday (Thanksgiving Day), or on Friday 11/28.

Here are project updates for the week of November 17th-21st:

• The concrete crew completed all concrete work on 9th Street and portions of Franklin Avenue ahead of the base crew’s arrival.
• The base crew has been preparing Franklin Avenue for the first (bottom) lift of asphalt to help seal the roadway before colder weather sets in.
• The pipe crew continued installing the main storm line along 10th Street west of Franklin and began installing inlets on Franklin Avenue north of 10th Street.
• Weather permitting, the paving crew is expected to begin paving the bottom lift of asphalt on Franklin Avenue next week.
• The pipe crew will complete inlet installation on Franklin north of 10th Street, then shift to installing the main line east on 10th Street toward Roosevelt Avenue.
• The concrete crew will continue replacing curb and gutter sections and completing concrete work around newly installed inlets.

Here are project updates for the week of November 10th-14th:

• The pipe crew was off-site Wednesday and Thursday assisting the Water Department with a water main break. They returned Friday, 11/7, to remove the temporary water line and clean up Franklin Avenue between 9th and 10th Streets.
• We are awaiting the landscaping contractor to begin restoring the areas marked for completion.
• The concrete crew will return to replace sections of concrete on 9th Street and Franklin Avenue, and possibly on 10th Street once enough areas are ready for replacement.
• With Veterans Day on Tuesday and our offices closed in observance, we extend our sincere thanks to all veterans and their families for their service. Our contractor and crews may continue working that day at their discretion.
• The pipe crew will continue installing storm pipe along 10th Street west of Franklin Avenue toward Colorado Avenue.

Here are project updates for the week of November 3rd-7th:

• The pipe crew continued slow and steady progress installing the storm manhole and pipe at the Franklin Avenue and 10th Street intersection. They navigated multiple existing utilities and tight trench box clearances, but successfully completed the work.
• In addition to the storm installation, the crew worked on tying the waterline back in along Franklin Avenue to transition residents off temporary water service.
• Crews are actively cleaning up the work area and removing tripping hazards to help provide a safer environment for Halloween activities.
• The landscaping crew will be mobilizing to complete the remaining yard restorations in the project area.
• We are expecting the concrete crew to return and replace curb, gutter, and sidewalk sections that still require repair.
• The pipe crew will continue installing pipe and inlets on the north side of the Franklin Avenue and 10th Street intersection, and will also begin installing pipe west on 10th Street toward Colorado Avenue.

Weather permitting, work activities are Monday – Friday, 7:00 am – 5:00 pm.

Here are project updates for the week of October 27th-31st:

• Crews successfully installed the 42-inch stormwater pipe and protected the nearby waterline that was exposed along the trench. Both tasks were completed with great care and precision.
• Concrete work on 9th Street was delayed to allow the new pavement additional time to cure and harden before crews return.
• The landscaping crew will be on site Friday, October 24th, and throughout the week of October 27th to clean up and restore the few remaining yards affected by construction.
• The tree contractor will mobilize late next week to trim trees that were damaged during pipe installation. They will also trim ahead of the pipe crew along 10th Street to prepare for upcoming work.

Garfield-Harrison will begin its final phase of work starting in August

LOVELAND, Colo. – July 16, 2025 – The City of Loveland continues to make significant improvements to stormwater infrastructure for the Garfield-Harrison project. Phase 3 will be completed in August, and the project will enter into Phase 4. To complete this critical work, 8th Street will be fully closed from west of Colorado Avenue to Duffield Court throughout the remainder of Phase 3 and Phase 4 this year.

Phase 4 will continue in 2026 by jumping north on 9th and 10th Streets, with a planned timeline extending to the end of 2026. Working hours will be from 7:00 a.m. to 5 p.m., Monday through Friday.

Phase 3:

• Currently, the project is in Phase 3 and will conclude this work in August. Phase 3 includes a closure at the intersection of 8th Street and Colorado Avenue, Colorado between West 9th and 7th Street, as well as West 7th Street between Colorado Avenue and Franklin Avenue.

Phase 4 (Fall 2025):

• Will include a closure on 8th Street from Duffield Court to Colorado Avenue and on 9^th Street between Roosevelt and Franklin Avenues to 9^th Street.

Phase 4 (2026):

• Work will continue in 2026 with a closure of 10^th Street from Ferguson Court to Harrison Avenue and North Roosevelt Avenue to 11^th Street and McKinley Court.

Recommended detour routes for Phase 4 (Fall 2025) and Phase 4 (2026):

• During Phase 4 (Fall 2025), commuters will use West 10th Street, Garfield Avenue, North Taft Avenue or West 4th Street.
• During Phase 4 (2026), commuters will use North Taft Avenue, West 8th Street or Garfield Avenue.

About the Project

The Garfield-Harrison Project is a large-scale master planned stormwater project that began in January 2022. The four-phase project is expected to be completed in the fall of 2026. The project addresses the multiple drainage problems caused by aging and undersized infrastructure in the west part of downtown Loveland. Partnering with the City’s Water and Wastewater divisions, Street Maintenance and Rehabilitation Program and Stormwater Engineering, the project also includes new waterline, sanitary sewer, street resurfacing, and various concrete repairs that will improve ADA accessibility.

The four-year, four phase capital project has completed the following improvements to date:

• Installed over 9,650 feet of various-sized stormwater pipes, including 3,100 feet of 54-inch concrete stormwater pipes.
• Installed over 54 manholes and 52 inlets.
• Over 7,000 feet of new waterline installed.
• Completely re-built 1st Street from Garfield Avenue west to the Big Thompson River.
• Once Stormwater improvements were completed, all of 1st Street and Sheridan Avenue within the project area were repaved to meet LCUASS (Larimer County Urban Area Street Standards) requirements.

Project Funding

The project is funded through the Stormwater and Water Enterprise Funds. Enterprise funds are dedicated funds supported by user fees in the monthly utility bill. Similar to a business, user fees fund the operation, maintenance, administration, and capital improvement projects required to provide the service.

Hello Stakeholders,

As June 4, the intersection at 8th Street and Colorado Avenue is closed. Additionally, crews begin milling operations from the intersection to Douglas Avenue starting Friday, June 6, to begin the installation of stormwater pipes for Phase 3. During this time, local traffic will be rerouted to 10th and 5th Streets to bypass the closures on Colorado Avenue. However, we residential access will be maintained while this work is completed.

Throughout Phase 3, the intersection will be closed until mid-August. This work will finish Phase 3 and begin the preliminary work for Phase 4. Work activities are Monday – Friday, 7 a.m. – 5 p.m., weather permitting.

Phase 4 of the Garfield-Harrison project is still on schedule to be completed by the end of 2026. Below is a map illustrating Phase 3 and 4.

Phase 3 of the Garfield-Harrison project begins August 12

LOVELAND, Colo. – August 8, 2024 – The City of Loveland’s Stormwater Engineering division will begin Phase 3 of the Garfield-Harrison Storm Drainage project on Monday, August 12. Phase 3 will begin along Roosevelt Avenue north of W. 5th Street to W. 9th Street and then move west to 7th Street. Phase 3 is expected to be completed in the fall of 2025.

The project will entail:

• Milling operations on Roosevelt Avenue between 5th and 7th streets. This is to prepare the location for excavation to install the new storm sewer pipe. Street milling is used in road construction and maintenance to remove the top layer of an existing pavement surface. The project will include five work zones for Phase 3 beginning August 12, 2024, through fall 2025:
  • Zone 1 - Roosevelt Avenue between 5th Street and 7th Street, estimated to be completed by early 2025.
  • Zone 2 - 8th Street to Harrison Avenue, estimated to be completed by early spring 2025.
  • Zone 3 - 7th Street between Franklin Avenue and Roosevelt Avenue, estimated to be completed by early summer 2025.
  • Zone 4 - Colorado Avenue between 7th Street and 8th Street and Franklin Avenue between 7th Street and 8th Street, is estimated to be completed by late summer 2025.
  • Zone 5 - 8th Street between Duffield Avenue and Colorado Avenue, estimated to be completed by fall 2025.

A large diameter storm sewer pipe will be installed on N. Roosevelt Avenue to W. 9th Street and then a smaller diameter lateral west on W. 7^th Street to Colorado Avenue. Additionally, the project will include adding a new waterline on N. Roosevelt Avenue between W. 5th Street to W. 8th Street. Under the five work zones, there will be road closures in blocked segments to install the new water and stormwater pipelines. The road closures will follow the timeline of the work zones.

Upcoming Traffic Impacts

The Stormwater Engineering division’s contractor, Connell Resources, will begin the first road closure at W. 5^th Street and continue to W. 7^th Street. During construction, local access will always be maintained, as well as local deliveries and services. During this project, residents will experience construction noise and disruptions near their homes. Traffic control personnel will be onsite to direct residents while this work is performed. Typical working hours will be Monday through Friday from approximately 7 a.m. to 5 p.m. Night and weekend work will be occasional and announced in advance.
