Roadway Safety Action Plan

In 2022, the City of Loveland adopted the Roadmap to Safety, a data-driven effort to identify and prioritize roadway safety improvements across the community. Since then, the plan has informed project selection and funding decisions through the City’s Capital Improvement Program (CIP), helping advance projects that reduce crashes, serious injuries, and fatalities.

Building on this foundation, the City is now developing a Roadway Safety Action Plan (RSAP) in 2026. The RSAP updates and expands the original Roadmap to Safety by incorporating new data, community input, and best practices, while continuing to guide investments through the CIP and support eligibility for federal safety funding.

The RSAP serves as the City’s next step in advancing a safer transportation system, aligning long-term planning with near-term investments and projects.

Project Overview

A Roadway Safety Action Plan (RSAP) is a data-driven strategy used by communities to identify roadway safety risks and implement identified improvements. It analyzes crash data, road conditions, and travel behavior to pinpoint where serious injuries and fatalities are most likely to occur, then outlines specific projects, policies, and programs to prevent them.

Demonstration Projects

As part of the Safety Action Plan, the City will test potential safety improvements through temporary, on-the-ground demonstration projects. These quick-build installations allow the City and the community to see and experience changes in real time, rather than waiting for permanent construction.

Current demonstration projects:

• Cleveland Ave (southbound US287) from US 34 to 1st St, improvements may include features to rebalance roadway space to improve safety for all modes as well as intersection enhancements using materials like striping and flexible posts.
• At the Garfield Avenue and 10th Street location, a temporary roundabout will be installed to help reduce speeds and improve movement through the intersection.

These projects are designed to be installed quickly, observed in real-world conditions, and refined based on community feedback and performance, helping guide future long-term improvements.

Importance of Safety

Traffic fatalities and serious injuries are mostly preventable. From 2021 to 2025 (five years), an average of 1,601 crashes were reported each year, 37 involve serious injury or death. These crashes affect Loveland's well-being, comfort and confidence while traveling. They impact families, workplaces, emergency responders, neighborhoods, mobility, and overall quality of life.

A Safety Action Plan helps communities:

• Focus resources effectively by prioritizing high-risk locations and systemic issues
• Use data to drive decisions, rather than relying on anecdotal input alone
• Qualify for funding opportunities, including federal and state safety grants
• Align stakeholders including transportation agencies, public safety, partners and residents around shared safety goals

Implementing a Roadway Safety Action Plan can lead to meaningful, visible improvements, such as:

• Safer streets through better design (e.g., crosswalks, lighting, traffic calming)
• Reduced crashes and injuries, especially for vulnerable users such as people walking, riding bikes, using wheelchairs or mobility aids, and pushing strollers
• Improved mobility and accessibility for all residents
• Stronger community awareness and engagement around safe behaviors

Over time, these efforts contribute to a higher quality of life, making the community more livable, connected, and resilient. The Loveland Safety Action Plan is a roadmap for preventing injuries and deaths on roadways by building a safer transportation system for everyone.

Community input matters. The voices of Loveland are a critical part of developing the Loveland Roadway Safety Action Plan.

Activities and opportunities for community input will include a mix of in-person, virtual and digital tools aligned with City of Loveland engagement standards and SS4A requirements:

Funding

The City of Loveland received federal funding through the Safe Streets and Roads for All (SS4A) program to develop the Loveland Roadway Safety Action Plan to identify transportation safety needs, prioritize investments, and support future implementation and demonstration projects.
