Criteria Added to Metro Review Process

In 2025, Phase 1 of the City Council's policy refinement was completed with the approval of an Amended Model Service Plan through amendments to Title 20, listing the previous moratorium on metro district plan approval. A revised 18-Point Criteria replaced the previously adopted 17-point criteria, which was reviewed and adopted in 2022. The goal of the 2025 review was to improve developer accountability and standardization, and increase transparency for potential property buyers.

Phase 2 Policy Refinement will evolve in the future, as the City of Loveland continues to explore other policy refinements.

A preview of materials was presented to City Council on June 3, including a draft resolution. Policy updates were adopted during the Tuesday, June 17, 2025, meeting.

Our 2025 consultation has concluded with final approval during the regular City Council meeting decision on June 17, 2025.
