Our 2025 consultation has concluded with final approval during the regular City Council meeting decision on June 17, 2025. 

In 2025, the City of Loveland will continue to explore its metropolitan district (metro district) policy, recognizing the importance of developing a strategic and sustainable development plan that serves to maintain a healthy and economically vibrant community while working to balance housing affordability that also serves to preserve Loveland’s existing charm. City staff are actively reviewing the City’s Model Service Plan, the 17-Point Criteria, policy efficacy, and our metropolitan district application and oversight fee structure.

This effort includes a discussion with our community and City Council about transparency and accountability within metro districts, including concerns about how debt is managed and how mill levies are set, and to better define and secure diversified housing options in the City of Loveland.

It also helps prevent haphazard development by offering balanced annexation, zoning, and land use guidelines while working to ensure developers contribute to public needs. This contributes to private investment in public growth. Developers can use metro districts to finance upfront infrastructure costs, making projects more viable. This helps attract residential, commercial, and mixed-use developments that contribute to Loveland’s tax base.

    In 2025, Phase 1 of the City Council's policy refinement was completed with the approval of an Amended Model Service Plan through amendments to Title 20, listing the previous moratorium on metro district plan approval. A revised 18-Point Criteria replaced the previously adopted 17-point criteria, which was reviewed and adopted in 2022. The goal of the 2025 review was to improve developer accountability and standardization, and increase transparency for potential property buyers.

    Phase 2 Policy Refinement will evolve in the future, as the City of Loveland continues to explore other policy refinements.

    A preview of materials was presented to City Council on June 3, including a draft resolution. Policy updates were adopted during the Tuesday, June 17, 2025, meeting.

    In an effort to explore and continually improve processes, City staff presented information on a metro district policy and procedure update to City Council during the Tuesday, April 22, 2025, study session. The goal? Receive feedback on how best to continue the refinement of metro district policies and procedures in order to facilitate quality growth while protecting future homeowners. The public was able to participate in-person, virtually over Zoom, or by telephone.
