City Budget Watch

<p>The US 34 highway managed by the Colorado Department of Transportation (CDOT) is a regionally traveled road. In addition to serving as a main corridor for Lovelanders, it also heavily used by visitors and guests as the gateway to Rocky Mountain National Park.</p><p>According to the City&rsquo;s traffic data, US 34/Eisenhower Boulevard has 28,000 daily commuters and 21,000 Taft Avenue commuters daily. With this information, as well as how many collisions occur through this heavily congested area, the City has worked to improve traffic flow and reduce congestion at one of Loveland&rsquo;s busiest intersections.</p><p>Once complete, the North Taft Avenue Widening Project will improve the intersection by providing:</p><ol><li>Two through lanes of traffic in each direction on North Taft Avenue (north and southbound).</li><li>Double turn lanes</li><li>Bike lanes, curb, gutter, and sidewalks to promote pedestrian and cyclist safety.</li><li>An updated traffic signal at the US 34 and North Taft Avenue intersection, meeting current industry standards.</li><li>Water and electric infrastructure enhancements to accommodate future utility demands.</li></ol><p>This work will provide safer conditions on North Taft Avenue and the US 34/Eisenhower Boulevard intersection, as well as improve a multi-modal (walking, biking, driving and public transit) corridor along North Taft Avenue that&rsquo;s part of the City&rsquo;s larger <a href="https://www.lovgov.org/services/public-works/transportation-development-and-construction-standards/connect-loveland" rel="noopener noreferrer" target="_blank">Connect Loveland Master Plan</a>.</p><h2>Some history</h2><p>The North Taft Avenue Widening Project was introduced to the Loveland City Council in 1999. Throughout the years, the biggest hurdle for the project has been funding. The City found different funding sources to move the project forward over the years and is now able to move forward with allocated funding dedicated to the project. The City has been working to acquire the homes along North Taft Avenue from 11th Street to Westshore Drive for the project the past two years, starting in 2021. In order to accomplish the improvements to widen Taft, additional rights-of-way and easements were required. The City needed to acquire properties in a timely manner to meet construction schedules and progress with an anticipated early 2024 construction date&mdash;all of which is necessary to leverage federal grant funding opportunities.</p><h2>Why now?</h2><p>To meet construction schedules with an anticipated early 2024 construction date, which is necessary to leverage federal grant funding opportunities, demolition will occur in Oct. 2023 to keep progress on schedule.</p><h2>What&rsquo;s next?</h2><p>To prepare for preliminary construction, the City will be demolishing eight vacant properties, starting from West 11th Street and Taft Avenue and ending at the corner of Taft Avenue on US 34/Eisenhower Boulevard. The properties are the following:</p><ul><li>1403 W. 11th St.</li><li>1103 N. Taft Ave.</li><li>1105 N. Taft Ave.</li><li>1309 N. Taft Ave.</li><li>1315 N. Taft Ave.</li><li>1317 N. Taft Ave.</li><li>1319 N. Taft Ave.</li><li>1402 W. Eisenhower Blvd.</li></ul><p>The demolition will be completed within 4 to 6 weeks. After demolition, the City will begin the next steps toward working with a contractor to discuss the phasing of the project. Phase 1 of the project is expected to start in early 2024.</p><h2>Why are we doing this project?</h2><p>After reviewing the crash data, including this area into Connect Loveland and reviewing the multi-modal accessibility of the intersection, the City looks forward to incorporating these much-needed improvements to one of Loveland&rsquo;s busiest intersections.</p><h2>How will this be funded?</h2><p>The project will be supported by multiple funding streams collected over the past 10 years to move the project forward (2013-2023):</p><ul><li>Grant Funding = $3,330,637</li><li>TABOR Excess = $100,000</li><li>General Fund = $2,220,829<ul><li>Allocated funds dedicated from 2021 - 2023.</li></ul></li><li>Capital Expansion Fees (CEF)= $2,935,828<ul><li>Developer fees dedicated to improving infrastructure for future expansion.</li></ul></li></ul><h2>Stay Informed</h2><p>To stay informed about this project, subscribe to our emailing list in the &quot;Stay Informed&quot; section.</p>

US 34 and Taft Avenue Intersection Improvement Project

<p>In 2009, the City Public Works Department completed the HIP (Heart Improvement Program) Streets Master Plan for the historic core of the downtown on 4th Street. In 2017, with the help of public input, the plan was modernized to ensure changes were captured for the plan. Today, the HIP Streets Master Plan begins its final stages of gathering public input, design renderings and offering a further look into bringing an exciting feature to downtown Loveland.</p><h2>Project Vision</h2><p>Create a functional, aesthetically pleasing, eclectic Downtown environment that facilitates business vitality, fosters a sense of community, and accentuates the identity of the Downtown commercial district.</p><p>Incorporate streetscaping as part of an existing major infrastructure project to minimize business impact and improve the built environment.</p><h2>Project Impacts</h2><p>Public input gathering for this project will happen over several months.</p><ul><li>From August through December 2023, the City of Loveland will work with Ditesco Services to gather feedback on design for streetscape improvements.</li><li>Once design is finalized in early to mid-2024, additional feedback will be collected to inform the best way to phase the project and to address ways the City of Loveland can minimize impacts to surrounding businesses during construction.</li></ul><p>By early 2025, the City of Loveland aims to begin construction, starting with underground water and stormwater utility improvements. Once infrastructure improvements are complete, the City of Loveland will focus on surface improvements determined by the streetscape design.</p><p>Pedestrian access to 4th Street businesses will remain open throughout the project, however, the road will be closed to vehicular traffic. Visitors can access the corridor by parking in lots along 5th Street and by using other nearby designated on-street parking. Heart Improvement Project (HIP Streets)

<p>The City of Loveland and Loveland Fire Rescue Authority are looking to relocate Fire Station 3 and replace it with new construction. The City of Loveland owns property near Boedecker Lake which is where the site of the new station is proposed. The image in the website banner is a draft concept of the proposed station design.</p><p>In 2013, a City of Loveland Facilities Study identified the need to replace Loveland Fire Rescue Authority&rsquo;s (LFRA) Fire Station 3 to address best practices, and address future growth needs for fire rescue services. The new location could also reduce overlap and expand the response area. A subsequent Fire Rescue Advisory Commission study confirmed the need for expansion, and identified the existing station could not be expanded upon due to the limitation of its current property size. It also identified that the approximate area of County Rd. 21 and SW 14th Street as an appropriate location. </p><h2>Project Vision </h2><p>Meet an increased demand for services by relocating and constructing Fire Station 3 to replace an aged and size-limited facility infrastructure, meet modern fire rescue best practices, with a goal of improving response times. </p><h2>History </h2><p>Fire Station 3 was originally built in 1979 and sized for the two-person crew that operated from the station at the time. Since then, demand for services have significantly increased in this area of the city and staff have been added to help with response times. </p><p>In 2018, the LFRA Citizen&rsquo;s Fire Rescue Advisory Commission completed a fire station location study to identify the correct locations for the new Fire Station 10 (completed in 2022) and the re-location of Fire Station 3. The study concluded that Station 3 should be moved west of its current location with the ideal location being South County Road 21 and Southwest 14<sup>th</sup> Street. The City of Loveland Water and Power Division owned land just north of the identified ideal station location, a small portion of this land became the proposed site for the relocated Fire Station 3. </p><p>The plan to relocate Fire Station 3 was discussed and supported during a June 2021 City Council meeting. </p><p>Five-minute response time maps were utilized heavily by the study group. Reducing overlap between the existing Fire Station 3&rsquo;s response area and Station 1 and Station 2 response areas was a priority in the study.</p><p>The Center for Public Safety Excellence is LFRA&rsquo;s accrediting agency&rsquo;s assessment team narrative related to Fire Station 3 stated, &ldquo;<em>the agency (LFRA) has identified numerous needs for Fire Station 3 and is identified in the agency&rsquo;s strategic plan as scheduled for replacement beginning 2023 and ready for occupancy in April 2024. The agency has approval, and a new site location is [needs to be] established for the project to begin.</em> </p><h2>Project Goals</h2><p>The current location: </p><ul><li>Does not allow for expansion. The property is size-limited. </li><li>Needs significant improvements to infrastructure to meet current fire facility best practices. </li><li>Does not provide a cost-effective solution as the site would have to be demolished and then rebuilt. Even then, there is not enough area to build a new station that would adequately meet LFRA&rsquo;s needs. </li></ul><p>This project aims to address the following firefighter health/safety and operational issues: </p><ul><li>No fire sprinkler or fire alarm system in the building. </li><li>No direct-connect diesel exhaust system, the space between the apparatus bay doors does not allow for a retrofit. </li><li>Apparatus bay doors and ceiling heights will not accommodate larger modern apparatus which limits apparatus movement. </li><li>Living spaces are directly connect to the apparatus bays, allowing for exhaust to enter these locations. </li><li>There is a lack of ventilation in the bunker gear storage room. </li><li>One locker room utilized for both male and female firefighters. This is no longer considered an appropriate practice. </li><li>Only one shower is available for firefighter decontamination following a fire, medical or trauma incident. Often, every first responder needs to be able to immediately decontaminate. </li><li>Fire Station 3 is the only LFRA station remaining with an open dorm room for the entire crew verses private bedrooms. </li><li>Overall, the station&rsquo;s size is inadequate for the current crew size and does not provide the ability to expand services as needed. </li></ul><h2>Public Meetings </h2><p>The following meeting dates were slated for Planning Commission, City Council and public review: </p><ul class="decimal_type"><li>Monday, Aug. 14, 2023, Public Neighborhood Meeting on Annexation and Zoning Application </li><li>Monday, Nov. 13, 2023, Planning Commission Public Hearing on Annexation and Zoning Application </li><li>Tuesday, Jan. 2, 2024, City Council Public Hearing on Annexation and Zoning Application </li><li>Tuesday, Jan. 16, 2024, City Council on Annexation and Zoning Application </li><li>Monday, Jan. 22, 2024, Public Neighborhood Meeting on Site Development Plan Application </li></ul><p>The intent of the Public Neighborhood Meeting on Jan. 22 is to present the site development plan and renderings of the proposed facility to the public. Neighbors within 500 feet of the proposed location received a written letter prior to the meeting that invited them to attend. </p>

Fire Station 3 Replacement and Relocation

The Big Thompson River has sustained 13 damaging floods – the most recent occurring in September 2013 resulting in significant damage to public infrastructure and private properties in the Loveland area. Of particular concern was the area of the Big Thompson near U.S. Highway 287 (Lincoln Avenue) where there is the vital north-south highway connection to the City of Loveland, the Burlington Northern-Santa Fe Railroad tracks, two large community parks, the Loveland Fire Rescue Authority’s training facility and a dense cluster of buildings and businesses. Excluding the cost for emergency response, the 2013 flood caused $9.9 million in damage to public infrastructure in this area. That’s over $18 million in today’s dollars. The Highway 287 bridge nearly failed from scour undermining the piers and north abutment, and the highway was closed for more than two weeks as the river overtopped the roadway. Many businesses were closed for months due to significant flood damage.The need for more resiliency in this area following the 2013 flood led to the creation of the Big Thompson River Corridor Master Plan which was adopted by City Council in June 2019. This plan identifies numerous projects and river maintenance activities to implement along the nine-mile stretch of the river through the Loveland area. The Highway 287 Flood Mitigation project is one of the highest-priority capital projects identified.Project DescriptionThe Highway 287 Flood Mitigation project is a joint effort between the City of Loveland, the Colorado Department of Homeland Security and Emergency Management (DHSEM) the Federal Emergency Management Agency (FEMA) and the Colorado Department of Transportation (CDOT) to design flood mitigation measures for the Big Thompson River at Highway 287. This project will focus on the Highway 287 bridge, but the entire project area extends from Railroad Avenue on the west to about Saint Louis Avenue on the east. Along Highway 287, the project area extends about 1,000 feet to the north and south of the river.The project has three main components: bridge replacement and retrofitting, stream restoration and floodplain improvement. A primary goal is to increase community resiliency by removing as many properties as feasible from the 100-year floodplain and reducing flood risk to those structures that remain in the floodplain.Project ScopeThis project includes designing a new Highway 287 bridge structure over the Big Thompson River that’s about four feet higher and includes four through lanes, a center turn lane, bike lanes and a sidewalk. Other project elements include:Addressing access points throughout the project corridor to accommodate raising the bridge and highway about four feet to help prevent the river from overtopping the roadway. Creating a natural open space corridor by connecting the existing public natural areas and parks just upstream and downstream of the bridge. Reducing flood risk by increasing floodplain capacity adjacent to the river channel and using nature-based solutions (things such as planted vegetation or boulders)Improving opportunities for public interaction with the river through better access.Restoring natural areas and improving river health as best as possible.Creating a signature southern entrance into Loveland.Project FundingThe project design will cost an estimated $2.6 million with about 90% of the costs being covered by a FEMA grant and 10% from the increased stormwater fee residents started paying on their utility bills in September 2022. Highway 287 Flood Mitigation Project

<p><strong><span style="font-size: 24px;">Garfield Harrison Storm Drainage Improvements Projects</span></strong></p><p>Phase 1 of the Garfield Harrison Storm Drainage Improvements Project was completed December 1, 2022. This is the first phase of a four-phase project, which started in January 2022. The City of Loveland, in partnership with Connell Resources, began the Garfield Harrison Storm Drainage Improvements Project and the four separate phases are expected to take place over the next four years (approximately one phase per year.) This webpage includes important project updates to keep you informed.</p><p>While Phase 1 is complete, detours are still in place for a separate bridge project for the City. Typical working hours will be Monday through Friday from approximately 7 a.m. to 5 p.m. Night and weekend work will be occasional and announced in advance.</p><p style="margin-top: 0in; margin-right: 0in; margin-bottom: 0in; font-size: 15px; font-family: Calibri, sans-serif;"><br></p><p><strong>Traffic Impacts</strong></p><p>Sheridan Avenue will be impacted from January through 2023. There will be sidewalk and road closures for a portion of Sheridan Avenue from W. 1st Street to W. 5<sup>th</sup> Street. To avoid the closure, detours will be in place through the duration of Phase 2. Travelers should be prepared for delays.</p><p>All work activities are subject to weather conditions. Stay safe and be sure to go slow in the cone zone.</p><p><u>Access to River&rsquo;s Edge Natural Area, Jayhawker Ponds, Centennial Park and the Recreation Trail are all open. Parking lots are open and access is available on W. 1st Street from the west (Taft Avenue).</u></p><p><strong>Overall Project Improvements</strong></p><ul><li>Replace and upgrade existing stormwater infrastructure to address existing drainage problems and meet current stormwater criteria. Install 18- to 60-inch diameter storm sewer.</li><li>Replace existing waterlines and valves to address aging infrastructure with a history of leaks.</li><li>Replace pavement including asphalt patching, milling, overlays, or full street reconstruction where project components are installed.</li><li>Rehabilitate and replace concrete as well as ADA improvements.</li><li>Provide stormwater quality treatment measures within the stormwater system.</li></ul><p><strong>What are expected project impacts?</strong></p><p>Impacts will be kept as minimal as possible. There may be sidewalk and lane closures as well as detours with flaggers in place.
