First Street Wastewater Interceptor Project nears completion, as two-way traffic resumes on Friday
LOVELAND, Colo. – June 5, 2026 – Traffic will be open in both directions on east First Street starting Friday, June 5, as the First Street Wastewater Interceptor Project nears completion. The project is scheduled for completion by mid-June, after crews complete a final site cleanup.
The City of Loveland has installed a new 36-inch wastewater interceptor on First Street from Denver Avenue east to Willow Bend Park. A wastewater interceptor is a large underground pipe that carries wastewater to a treatment plant, similar to a main highway in a sewer system.
The new, larger line will work alongside an existing 24-inch interceptor to manage flows and allow for future growth. The work marked the second phase of a planned collection system upgrade running from the eastside lift station downstream to the City of Loveland Wastewater Reclamation Facility. A lift station is a facility that uses pumps to move water or wastewater through the utility system when gravity alone cannot transport it. Lift stations help ensure reliable service, maintain system performance, and protect public health and safety. The final phase of the project will be completed in 2027, following an existing utility easement from east 1st Street to the Water Reclamation Facility located at 920 S. Boise Ave.
The First Street Wastewater Interceptor Project supports Loveland’s rapidly growing eastside community, where new neighborhoods, schools, and businesses continue to emerge. The work was part of a broader effort to expand the wastewater system and ensure it would meet the community’s long-term needs with increased capacity and improved reliability.

Planning and Funding
The City of Loveland Utilities Department’s 2021 Wastewater Collections System Master Plan identified a capacity limitation in existing infrastructure in the eastside and new Boyd Basins. The First Street Wastewater Interceptor Project was identified as a high priority due to anticipated growth in east Loveland. The project is funded through the 2025 Wastewater Utility Enterprise Funds. Utility services are primarily funded through the Utility Enterprise Fund—dedicated funds supported by user rates and fees rather than general fund revenue. User fees fund operations, maintenance, administration and capital improvement projects required to provide our services in combination with bond and grant financing for major infrastructure projects.
