The City of Loveland is here to help your business thrive, and we need feedback as we explore the development of a new business licensing program. A business license will allow the City to comprehensively support the business community at all levels, and we want to make sure it fits your needs.

A Brief History

On January 9th, 2023, 10 City departments met to start building the framework of a business licensing program. A business license will allow the City to comprehensively support the business community at all levels. The outcome will create a more user-friendly interface and equitable experience for business owners seeking to operate their business in Loveland. It was determined that a compulsory business licensing program intersects with the following areas of the City of Loveland Strategic Plan:

  • Public Safety
  • Economic Vitality
  • Operational Excellence
  • Outreach, Collaboration and Engagement

These foundational pillars are key themes to the "whys" behind business licensing, which are enhanced communication capabilities between businesses and the City.

A business license requirement for businesses physically located in Loveland city limits would need a Municipal Code change, a new software platform and additional staff resources to manage. Staff assessed both a voluntary and compulsory model, and concluded that a compulsory program is necessary to reach the desired outcomes. We are now engaging local business owners, executives and managers to gain valuable insights for a business-focused licensing program that will be beneficial for the business community.

All feedback will be reviewed before we present it to City Council later this summer.

    Thank you for the question. The proposed program would allow for an improved direct line of communication between the city and local businesses. This would enable the city to inform businesses about resources during emergency situations, provide upfront education on occupancy considerations prior to leasing a space and track potential changes in use to improve public safety.

    The proposed plan for a general business licensing program would require a business license for any person, company, or other entity physically located in or engaged in/conducting business within the city limits, even if there are no taxable sales. It is important to remember that the City is currently in the input phase for a potential business licensing program. Feedback we receive from businesses will inform recommendations brought forth to City Council for consideration. We encourage all businesses to join us for a focus group meeting or take our survey. We want to engage with you!

    Thanks for the question. This is a proposed program and specific details, such as enforcement, would need to be addressed at a later date. We are currently seeking feedback from local businesses about this program based on some early-stage parameters and encourage you to join us at a focus group meeting, or respond to our survey with your thoughts and comments. We will present this program to City Council for discussion and input later this summer and address feedback reached from this community outreach phase. Thank you for reaching out.

    This is a proposed program and details could change if implemented, but currently, the proposal is that businesses would obtain a general business license through a new online portal on the website or in-person at the Civic Center.
