The Garfield-Harrison Project is a large-scale master planned Stormwater project that began in January 2022. The City of Loveland has contracted with Connell Resources to build the Garfield Harrison Storm Drainage Improvements Project. The four separate phases are expected to take place over the next four years (approximately one phase per year.) The project addresses the multiple drainage problems caused by aging infrastructure in the west part of downtown Loveland. Partnering with other City departments and divisions within Public Works, waterline, sanitary sewer, street resurfacing, and various concrete repairs would allow additional improvements to the area and project.
The four-year project is designed to improve the following:
Implementation of the City of Loveland Master Drainage Plan
Replacing and upgrading existing stormwater infrastructure to address existing drainage issues and meet current stormwater standards
Installing 18- to 60-inch diameter storm sewer pipes
Replacing existing waterlines and valves to address aging infrastructure
Replacing pavement including asphalt patching, milling, overlays, or full street reconstruction where project components are installed
Rehabilitating and replacing concrete, as well as adding necessary ADA improvements
Disconnecting stormwater from the Little Barnes Ditch during Phase 4
Providing stormwater quality treatment measures within the stormwater system
The project is estimated to be completed by 2025 and once completed, the project will increase the capacity of the stormwater system and reducing localized neighborhood flooding. By partnering with Water Utilities and Transportation Engineering divisions, this will contribute to functioning waterlines that will reduce water leaks, replacing substandard curb and gutter, handicap access ramps, ADA improvements, lowering overly high street crowns, and re-surfacing of impacted streets.
Traffic Impacts
As we move to the next phase of the project, Phase 2C, residents in the area will experience construction noise and closures to install a large diameter stormsewer pipe. A full closure is expected from Sheridan Avenue and 5th Street. The closure will be for approximately two months, completing by the end of summer 2024. We understand construction can cause frustration and we will ensure public access is available as traffic enters and exits the construction zone. The Garfield Harrison Storm Drain Project work activities for this coming week (7/24-7/28) include:
Storm sewer and waterline installation continues on 5th Street. Progress has been outstanding and this phase of the project should be nearing completion in September.
Paving is planned at the end of the month for numerous areas where work has completed.
Concrete repairs and ADA improvements are ongoing throughout the construction zone.
Weather permitting, work activities are Monday-Friday, 7 a.m. to 5 p.m.

The Garfield Harrison Storm Drain Project work activities for this coming week (6/5-6/9) include:
Storm sewer and waterline crews are continuing to work on 4th Street and making good progress.
Concrete curb, gutter, and sidewalk repairs are ongoing through next week.
Bottom mat paving is to occur today or possibly Monday depending on weather at 4th Street & Sheridan Avenue.
Weather permitting, work activities are Monday-Friday, 7am to 5pm.
Garfield-Harrison Project is currently at this stage
Phase 2c will begin April 1, 2024, weather permitting. Phase 2c will include:
Street milling will begin March 25.
A large diameter stormsewer pipe will be installed up to 5th Street and then east to Roosevelt. Excavation for the pipe will be extensive and require a full road closure.
New waterline will be installed on 5th Street between California and Roosevelt Avenues.
