The City of Loveland’s adopted 2026 budget is now available online, giving residents an opportunity to explore how the City plans to fund essential services and invest in the community this year.

During the 2026 budget approval process, leaders focused on Loveland’s financial health and outline priorities for the future. City Manager Jim Thompson emphasized that while Loveland’s finances have stabilized, challenges remain.

“I’m really happy that we are stable,” Thompson said. “But stability doesn’t mean we can provide every service our community wants. We must take care of what we have first.

Chief Financial Officer Brian Waldes explained that service-level changes made in 2024 helped stabilize the City’s General Fund, which pays for core services like police, fire, parks, public works, and other community programs. No additional cuts were needed for 2026, but funding pressures—especially for roads and infrastructure—continue.

“Stable doesn’t mean solved,” Waldes said. “We’re borrowing from our future by shorting our capital improvement program to meet today’s needs.”

Key Budget Highlights for 2026

  • Transportation Investments: $4.5 million dedicated to road rehabilitation, intersection improvements, bike routes, and bridge maintenance.

  • Public Safety: Four new Police Department positions to strengthen community safety.

  • Parks & Recreation: Increased support for park operations, security, and community events like the 250th July 4th celebration and Foote Lagoon concerts.

  • Technology Upgrades: A more accessible City website, new 311 citizen-reporting tool, and improved public meeting software.

  • Utilities: Planned infrastructure upgrades and modest rate adjustments to ensure reliable water, wastewater, and electric services.

Why It Matters

Loveland manages nearly 70 separate funds, but the General Fund, which supports essential services, has faced revenue challenges since 2016. Sales tax revenue, the City’s primary funding source, has remained flat, while costs for roads, infrastructure and general operations continue to rise.

The 2026 budget reflects a commitment to maintaining stability while investing in high-need areas.
